Temporary, Limited Term Police Sergeant

SALARY: $46.86/hour

POSITION: Under general supervision, supervises sworn and non-sworn personnel assigned to a major police activity and plays a key role in implementing the department(s philosophy and program of community policing. Typical assignments include Patrol Bureau, Detective Bureau, Crime Prevention, Police Activities League, Narcotics/Gang Team, Traffic Bureau, Communications/Records Bureau. This is the first line supervisory class in the sworn police class series. Sergeants may be assigned to the direction of a special unit, e.g., Detectives Bureau.

QUALIFICATIONS:
Education/Experience: Any combination of education and/or experience that has provided the knowledge, skills, and abilities necessary for satisfactory job performance. Example combinations include equivalent to five (5) years experience in law enforcement and possession of 60 semester or 90 quarter college units leading to a degree in Police Science, Public Administration, or a related field by the end of probation.

Certification/License and/or Other Special Requirements: Possession of a valid Class (C( California driver(s license and a satisfactory driving record. Possession of a P.O.S.T. Intermediate Certificate.

Knowledge and Abilities: Knowledge of principles and practices of modern law enforcement including patrol, investigations, and special operations functions; laws, regulations, and policies regarding search, seizure, arrest, evidence, and court procedures, as well as legal rights of citizens and prisoners; vehicle and penal codes; public relations techniques; interagency communication and assistance techniques and practices; report writing skills. Working knowledge of municipal organization and administration; physical layout of the City and adjoining areas; methods and techniques of supervision. Ability to apply and interpret laws, regulations, and rules as well as department policy and procedures; think clearly and act effectively in emergency situations; work independently and demonstrate initiative in performance of assignments; maintain integrity of intra-departmental communication and chain of command; identify and inform superiors of sensitive issues and/or situations; understand and follow verbal and written directions; write clear, concise, and accurate reports; use and care for small and medium size firearms, and other equipment; establish and maintain cooperative working relationships; communicate effectively both verbally and in writing; meet the public in situations requiring diplomacy and tact; supervise the work of others engaged in law enforcement activities.

SELECTION PROCESS: An evaluation of all applications received will be conducted. Those candidates who appear to be the most qualified and meet the City’s requirements will be invited to participate in an oral interview appraisal. Successful candidates will be placed on an eligibility list for one year. Prior to appointment, candidates must pass an extensive background investigation, polygraph, and psychological evaluations, police chief’s oral appraisal, and medical examination which includes drug/alcohol screening. Candidates must pass each phase of the selection process in order to be eligible for the position. All positions are filled by selection of a qualified candidate from the eligibility list.

POSITION: Under general supervision, initiates and conducts investigations of suspected criminal activities and actual law violations from misdemeanors to felonies; apprehends suspected criminals; performs special assignments in crime prevention, training, and community relations programs; learns and applies supervisory and investigative techniques as appropriate; performs other duties as assigned.

This is a position for an experienced Police Officer ranked between Police Officer and Police Corporal. A Police Investigator will have leadership and mentoring responsibilities and will serve as a lead investigator assigned to major crimes and investigations.

SALARY: Operator I: $3,250 - $3,950/mo ; Operator II: $3,677 - $4,469/mo, plus excellent benefits

POSITION: Under general supervision, learns to perform and performs skilled and semi-skilled work in the operation and maintenance of the City’s wells, pumping systems, storage tanks, and chlorination systems; performs water quality testing and control; demonstrates a full understanding of all applicable policies, procedures, and work methods associated with assigned duties; assists in the training and technical supervision of lower level positions if assigned; performs other related duties as required. Water Production Systems Operator I: One year of experience in the construction and maintenance of a municipal water system, one year of experience in the operation and maintenance of water pumping equipment, and a high school diploma or equivalent.
Water Production Systems Operator II: One year of experience in the construction and maintenance of a municipal water system, three years experience in the operation and maintenance of water pumping equipment, and a high school diploma or equivalent.

Knowledge, Skills and Abilities: Knowledge of modern principles, practices, methods, and materials used in the operation, maintenance, and treatment of potable water facilities; operational characteristics of water facility equipment, including pumps, electric motors, piping, wells, hydrants, valves, and tanks; principles and practices of bacteriological sampling techniques and mathematical analysis; applicable federal, state and local laws, codes and regulations; methods and techniques for training and leading staff; modern office equipment, including a computer and applicable software; methods and techniques for record keeping and report preparation and writing; proper English, spelling, and grammar; basic principles of chemistry; occupational hazards and standard safety practices. Skill to operate an office computer and a variety of word processing and water related software applications; safely and effectively operate a variety of maintenance and testing equipment used in the operation and maintenance of potable water systems. Ability to perform maintenance, repair, and installation on water facilities and related equipment; implement water quality testing programs, hydrant flushing/testing, and valve exercising; perform periodic preventative maintenance on system components; work independently; interpret, explain, and apply applicable laws, codes and regulations; operate a variety of construction equipment, vehicles and power and hand tools; perform heavy manual labor for extended periods of time; maintain a variety of records; observe safety principles and work in a safe manner; respond to issues and concerns from the community; respond to after hours call-outs and weekend pump rounds; communicate clearly and concisely, both orally and in writing; establish and maintain effective working relationships.

WORKING CONDITIONS: Position requires sitting, standing, walking on level and slippery surfaces, reaching, twisting, turning, kneeling, bending, stooping, squatting, crouching, grasping, and making repetitive hand movement in the performance of daily duties;   requires both near and far vision when inspecting work and operating assigned equipment; lift, carry, and push tools, equipment and supplies weighing 50 pounds or more. Additionally, the incumbent in this outdoor position works in all weather conditions, including wet, hot, and cold; may use disinfecting and lubricating chemicals which may expose the employee to fumes, dust, and air contaminants; climb ladders, use power and noise producing tools and equipment, drive motorized vehicles and construction equipment, work in confined spaces, and transport and install chlorine gas at well sites.

SALARY

Base salary: $4,619 - $5,614 per month. Initial placement within the salary range is based upon years of previous law enforcement experience and training.
