a. Warrant Register dated February 25, 2010. Payroll for the period of February 8, 2010 to February 21, 2010 was $674,670.77.

12. Recommendation by City Manager - Modification to the 1998 and 2008 Retiree Medical Policies
a. Approve amendments to the 2008 and 1998 retiree medical policies:
A. City of Hemet Amendment to Retiree Health Insurance Policy (2008); and
B. City of Hemet Retiree Health Insurance Policy (1998).

13. Recommendation by City Manager - Amendment to the Purchase and Sale Agreement with Stetson Crossing Partners
a. Approve and Authorize the Mayor the sign the Third Amendment to the Purchase and Sale Agreement between the City of Hemet and Stetson Crossing Partners, LLC.

14. Recommendation by Police Chief - Law Enforcement Facilities Fund - Police Facility Security Expenditure
a. Authorize the Finance Director to amend the FY 09-10 budget to and appropriate $55,000 from the Law Enforcement Facilities Fund (331) for the purpose of enhancing the physical and electronic security of police facilities.

15. Recommendation by Fire Chief - Hemet City Fire Fighters Association HazMat Side Letter of Agreement
a. Approve the Side Letter of Agreement between the City of Hemet and the Hemet City Fire Fighters Local No. 2342 (FFA), as it relates to the City’s Hazardous Materials Response Team.

16. Recommendation by Public Works Director/City Engineer - Park Commission Recommendations of February 22, 2010.
1. Tree Removal Request - Oak (1) - 2168 Rosemary Court
Recommendation to approve; replace with a city approved specie upon owner providing irrigation; and repair sidewalk.
2. Tree Removal Request - Privet (1) and Crape Myrtle (1) - 480 S. Lyon Ave.
Recommendation to deny request; approve trees for trimming; root prune; and repair sidewalk.
3. Tree Removal Request - Mimosa (3) - Latham Avenue and San Jacinto St.
Recommendation to approve and replace with African Sumacs
4. Request to Accept Donation - Welch Green
Recommendation to approve acceptance and move forward with improvements.

17. Recommendation by Public Works Director/City Engineer - Installation of Banners Across Florida Avenue
a. Approve the installation of the following listed banners:
1. Human Relations Council, Celebrate “RAMONA” Season, First Peoples Day - scheduled for March 27, 2010. The banner will go up at Florida and Kirby on March 15, 2010 and down on March 29, 2010.
2. Ramona Pageant - scheduled April 17, 2010 - May 1, 2010. The banner will go up at Florida and Kirby on April 5, 2010 and down on April 19, 2010.

Submit your completed form to the City Clerk prior to the beginning of the meeting. Presentations are limited to three minutes in consideration of others who are here for agenda items. Please come forward to the lectern when the Mayor calls upon you. When you are recognized, you may proceed with your comments.

State law prohibits the City Council from taking action or discussing any item not appearing on the agenda except for brief responses to statements made or questions posed by the public. In addition, they may, on their own initiative or in response to questions posed by the public, ask a question for clarification, provide a reference to staff or other resources for factual information, or request staff to report back to them at a subsequent meeting. Furthermore, a member of the City Council or the council itself may take action to direct staff to place a matter of business on a future agenda.


City Departments

18. Mobile Home Rent Review Commission Appointment - City Clerk
a. Appoint an At-Large Commissioner to the Rent Review Commission. The term expiration date for this three year positions is March 18, 2013.

19. Hemet Community Land Trust - Recommendation by Interim Assistant City Manager
a. Approve a “Cooperation and Loan Agreement” between the City of Hemet, the Hemet Redevelopment Agency and Hemet Community Land Trust; and
b. Approve a joint Resolution between the City Council and the Redevelopment Agency (Resolution Bill No.10-004); and
c. Authorize the Mayor to sign the letter of support for the IRS.

20. Allocation of 2010-2011 Program Year Community Development Block Grant entitlement and reprogramming of unexpended year CDBG funds for the purpose of distribution to public service agencies and capital projects - Recommendation by Finance Director
a. Accept and approve the staff recommended allocation of $752,000 in 2010-2011 Program Year Community Development Block Grant (CDBG) funds and the reprogramming of unexpended prior year funds of $156,164 as presented in“Attachment “A” for incorporation into the Draft Annual Action Plan; or
b. Accept and approve the staff recommended allocation of $752,000 in 2010-2011 Program Year Community Development Block Grant (CDBG) funds and the reprogramming of unexpended prior year funds of $156,164 as presented in Attachment “B” for incorporation into the Draft Annual Action Plan.

21. Creation of a City Council Ad-Hoc Committee to review Health and Safety Ordinances relative to Code Compliance - City Manager
a. Appoint two Council Members to serve on an ad-hoc Health and Safety Ordinance Review Committee to review ordinances regarding recreational vehicle parking and storage, nuisance abatement, live entertainment permits and social host enforcement. The anticipated timeframe for this review is approximately six months.
