THE SALARY: $125,124 annually (DOQ). The City offers a comprehensive benefits package for this at-will position, including CalPERS Retirement (3% @ 50), and will negotiate an employment agreement with the selected candidate.
THE POSITION: Under direction of the Fire Chief, this exempt and at-will position will plan and direct as assigned, activities of a Division of the Fire Department, to include fire prevention, and offer managerial oversight for suppression, EMS, training, and/or fire administration, as necessary, and perform related duties as required. Job duties may include, but are not limited to: assist in the development and implementation of policies, rules, and regulations pertaining to fire, prevention, suppression, training, and emergency services operations; plan, direct, and coordinate personnel engaged in fire prevention, suppression, training, emergency services, enforcement of federal, state, and local laws, codes, and ordinances covering construction and safety; budget development and administration; act as Fire Department Duty Officer on a regularly scheduled basis, and may, as necessary, assume command at large scale emergency incident(s); advise, and otherwise provide assistance to the Fire Chief, City Manager, other City personnel, and the public concerning fire and emergency services issues; participate in the selection of employees; participate in the development and implementation of work methods and standards. May act as Fire Chief during Fire Chief absence.
QUALIFICATIONS:
Knowledge & Abilities:
Thorough knowledge of modern municipal fire department administration and organization; methods, techniques, and equipment used in modern fire fighting; laws affecting fire prevention; principles and practices of supervision. Working knowledge of public safety services provided in the area of building and safety. Ability to plan, organize, and coordinate department activities; assume command at emergencies and provide leadership; prepare and present reports; communicate effectively, both orally and in writing; meet the public in situations requiring diplomacy and tact; deal constructively with conflict and develop effective resolutions; establish and maintain cooperative working relationships.
Education and/or Experience:
Any combination of education and/or experience that has provided the knowledge, skills, and abilities necessary for satisfactory job performance as a Fire Division Chief. Example combinations include completion of a Bachelors degree from an accredited college or university in Fire Science, Public Administration or closely related field, and seven (7) years increasingly responsible experience in the fire service, including three (3) years of supervisory experience at the level of Battalion Chief.
Special Requirements:
Must reside within five minutes (emergency vehicle travel time) from the City of Hemet within four months of hire.
Possession of, or ability to obtain, a valid Class B California driver's license and maintain a satisfactory driving record.
National Fire Academy certification and/or course work is highly desirable.
Possession of a State Of California Chief Officer Certification is highly desirable.
SELECTION PROCESS: Following a review of the application packets, those candidates whose qualifications best meet the City's needs will be invited to participate in the selection process which may include one or more of the following elements: community fit panel, panel interview appraisal, interview with the Fire Chief. Candidates must pass each phase of the selection process in order to be eligible to continue to the next phase. Those candidates who successfully pass the selection process will be placed on an eligibility list for a one-year period. Final selection will be subject to satisfactorily passing a background investigation, including a fingerprint check and pre-employment physical examination, which includes drug/alcohol screening
