The Finance Department is responsible for and performs the following services:

• Calculating the annual appropriation limit
• Coordinating annual and special audits
• Coordinating the preparation of the city's annual operating budget
• Issuing interim financial reports on the city's fiscal and budgetary status
• Issuing the Comprehensive Annual Financial Report (CAFR)

• Preparing state controllers' reports

Functions
The department is responsible for managing the city's financial operations in accordance with established fiscal policies. The primary functions of the department include:

• Administration of all city funds and accounts
• Business license
• Preparation of all necessary financial reports and performing internal audits
• Preparation of the annual operating budget
• Purchasing, risk management, accounts payable, accounts receivable, and payroll functions
• Utility billing
